Your IT admin has to turn it on
Webex's real-time translation is a separately purchased licence. Your IT admin has to buy it, assign it to your account, and enable Webex Assistant in settings before you can use it. It's not something you can turn on yourself. Localingo works on any Webex account the moment you open it.

Translation doesn't work in the Webex browser app — desktop only. And it only recognises 16 spoken languages on the input side. If your speaker's language isn't on that list, there's nothing to translate. Localingo supports 90+ spoken languages and works wherever the meeting is.
